Who is able to see, create, and edit personas?
Viewing personas
Personas are added to at least one project and visible to all users with the Browse Projects permission for the given project. If a persona is added to multiple projects, it can be viewed by all users with the Browse Projects permission for any of those projects.
Creating personas
When creating a persona, it will be added to the given project by default. Creating a persona requires the user to have the Edit Issues permission for the given project.
Editing personas
Editing personas requires the user to have the Edit Issues permission for all projects that the persona was added to.
